Think of it this way: "What if I didn't know this person was abroad?"
The way abroad works is the person who is abroad incurs any charges to get the call / message / etc to them. This is because the calling/texting party doesn't know where in the world they are. If you were a friend who didn't keep tabs of their travels on the Instagram and texted them, would it be fair to you because you didn't know?You only pay for whatever it takes to get you to the phone number you are trying to contact. It's up to the recipient to get from the phone number to them. -

Aside from the above comment which is in line with fact I know several people who communicate across countries by using data calling apps like WhatsApp.

Thank you but that is not viable for us. I like the reliability of a call made throughout the tower and not an internet connection

It should be noted that there is no tower in the United States that can reach a tower in another country unless it's Canada or Mexico. All data travels through satellite or cable.

Part of the answer is that if a T-Mobile customer who is abroad calls you in the US using WiFi Calling, they are charged as if they were in the US. If they are on WiFi when you call them, it's also as if they were in the US. One must be careful to make sure that the roaming phone is on WiFi Calling. The best way to make sure is to put it into airplane mode and then turn WiFi back on.

They have Global plus 15GB which includes tower roaming for unlimited calls

So it doesnt matter if the ring isnt the US based ring? It sounds completely different when I call that us area code number

It doesn't matter to you. It may matter to the person you're calling. For instance, on my plan it costs 25¢/min to get a call in, say, Ireland. I generally leave all calls forwarded to voicemail, so that I don't receive any calls while abroad. I can listen to the message on Visual Voicmail and reply by text or reply when I'm on WiFi at not cost. Also, since there's a time difference I don't like getting calls in the middle of the night from people who don't know I'm traveling.
