These may happen if there was some left over cache from the old software.
Use the Recovery menu to clear the cache:
NOTE: saved passwords on websites and WIFI etc will be erased
Clear the cache of the phone via the android menu :
- Power off your phone (turn it off completely)
- Press and hold the Power, Volume Up and Home buttons at the same time.
- Keep pressing until recovery mode menu is being displayed.
- In recovery use Volume buttons if you want to scroll up and down and Power key to select.
- Select wipe cache partition
- Return to Android OS by choosing “reboot system now”.

Unfortunately, it did not work.
However, when I did the 3 button reset, before I got the recovery mode screen, I got a blue screen with the little Android "robot" saying "installing update".
Then after a few seconds, the little robot was laying on its side with a big yellow "!" saying "command missing".
I then got the recovery screen.
I am going to do a factory reset and start from scratch to see if it gets better.
Update: I did a factory reset and I still have the same problem: No charge happening with 3rd party chargers.
Right now, the phone is clean from the factory reset: I have not installed anything.
And it still charges at a rate of 1% per hour.
However, if I connect it to the USB port on my notebook or even a battery backup (USB), it will charge at ~25% per hour.
This is very disappointing.
It's always a bummer when updates make things worse. I think it's safe to say that you've tried almost everything in the book to get your phone back to charging normally. I do highly recommend trying out a Samsung charger. I haven't read any other complaints of this happening with the J7, so in that case you may be looking at a warranty exchange if that option is available to you.
A factory reset will not help since the update to Oreo will change the stored OS version inside the phone to Oreo...
If you are under warranty, send it in for repairs or if you are near a service center for Samsung, see if they can help you flash the phone to an earlier version
Installed an update today. Perhaps this was a fix for the battery charging issue?
Installed it... Nah... same problem.
Actually made it worse: before the update, it would charge at 1%/hour on 3rd party charger. Now, it does not even charge at all.
The lightning appears on the battery icon, but after 2 hours, the battery remained at the exactly same level (78% in my case).
BTW, the version I am running since yesterday is J727TUVS3BRI1 (The previous version was ...BRH1).
This is very disappointing: I wanted an Android phone because (I thought) it was more open technology than iPhone, but I am now stuck.
No more "Can I borrow your charger?"
I got tired of resetting, reinstalling, removing this app, removing that app, booting in safe mode, clearing the cache, etc...
I just bought two more Samsung chargers directly on the Samsung website (I wanted to be 100% sure they were genuine).
This is very disappointing.
At least until the next Android update.
