Is your question concerning having another person take over the EIP payments or just using the device?
The phone can be used on any T-Mobile account as long as the payments are kept up, simply place their SIM in the device and go. To transfer payments of a phone to another user on the same account, care can swap the EIP to another line of service to another number (this may need to be done by a member of leadership).
To transfer the payments to another account, a change of responsibility will have to be done moving the associated phone number to the new account.
