These are some interesting questions. There is no way to change the amount of time your call will ring on another person’s phone as that is controlled by the other persons network and call forwarding rules.
As for the calls dropping while on hold, this should definitely not happen. I know I have personally spent way longer than 15 min on hold before. Is it only dropping when you are on hold? If so, is it always 15 min exactly?

I spoke to some other folks who call into the same number using other carriers (Verizon, AT&T, etc.) and they have the same issues. So it appears it's something with the phone system we are calling into. Many people are complaining about it so hopefully it will be resolved on the other end.
