So Vietnam is not one of our Simple Global roaming countries currently. Any data used would be at $15/MB International Plans | Traveling Abroad without Roaming Fees | T-Mobile

Yes. Make sure their phones are never turned on when in Vietnam!   Lots of data it runs in the background with just the phone being on.  What we did when in Myanmar is get a cheap data SIM from a local carrier and put in an extra phone we  carry.  We then tethered our 2 phones to that phone.

            Re: International Calling

Vietnam has become a super-expensive country for roaming. If you have to ask, you can't afford it. 50¢/outging text, $15/MB & $5.99/min talk. Two possible solutions are 1) don't even turn the phone on or 2) forward all incoming calls to voicemail and turn off data roaming. This will still allow incoming texts and calls over WiFi. You can text the kids and say "Call when convenient". Then when they are at a WiFi hot-spot they can call home. Be sure that they put the phone into airplane mode then turn WiFi on before calling to avoid accidentally calling over cellular. Sometimes WiFi Calling won't work but other VoIP solutions (e.g. SIP, Viber, GoogleVoice) will. So, having a backup is a good idea.

Local prepaid SIMs can help too.
