You would have to go the prepay route if you don't want data.
If you go the post paid route you can shut off the data but you would still be paying for it
in the cost of the plan.

The short answer is "yes."
However, in my opinion, having a smartphone without a data plan will wind up hindering at some point when you try to do something and you realize you cannot (because you're not connected to a WiFi location). Your device will work just fine as long as it's connected to some form of internet. It will get the appropriate updates. It just may not be happy during times you're out and about and not on a WiFi connection.
