If the account was yours you can call in and get it unlocked. If you aren't the original owner then there are some requirements to be met. The "time" doesn't follow the device, but the person per say.
If you contact customer care they can send out they can process the unlock request for you. Just dial 611 on your device. You can also message them on social media if you prefer like Facebook/Twitter.
