Is the Galaxy S8 Active seriously crippled or are the Specs just messed up?

I was looking at the Specs for the Samsung Galaxy S8 Active and couldn't help but say, "Wow! T-Mobile has seriously crippled that phone!"  But then I thought maybe, no they just did a really, really bad job of describing it. After all, can it possibly be that the phone only has LTE bands  2, 4, 12, 66 & 71 when the specs submitted to the FCC have 2, 4, 5, 7, 12, 13, 17, 25, 26, 38, 41, 66 & 71, in addition to GSM, UMTS and CDMA bands and all the International bands they don't tell the FCC about. (e.g. 1, 3, 8, 20, 28. 29, etc)? In addition to these bands being important for roaming, right now it's important in Puerto Rico to know if a phone has band 8 or not. That's what Project Loon is using. So, which is it? Are the Specs messed up or is the phone just that crippled?
