One SIM Works, Three Other New SIMs Don't

I have two phones on my T-Mobile account.  Phone 1 (P1), an HTC 4G phone, supports USB tethering, but using the P1 SIM (SIM1), I only get 0.4 to 0.5 Mbps.  When I take SIM2 out of Phone 2 (P2), a T-Mobile Prism 3G phone, and put SIM2 into P1, I can get 4.0 to 6.0 Mbps.  I've had T-Mobile replace SIM1 twice, but cannot get usable data speeds unless I put SIM2 into P1.  Very frustrating and inconvenient.  Any ideas?  Anyone?
