Being past the buyers remorse period, you would not be able to return the phone and have the eip balance waived.
What i would suggest doing is paying off the phone, getting it unlocked and sell it online like ebay or swappa. You can cancel the plan after you get the phone unlocked. You can then use the money to pay off the last bill. You should get closer to 400 or more for it by going that route.

Generally speaking, theartiszan is correct that there really aren't return options past the Buyer's Remorse period. When you say you still owe $250 for the device "on JUMP!", do you mean you have an Equipment Installment Plan and pay monthly for JUMP! Insurance, or are you referring to a JUMP! On Demand lease?
