That device is not only carrier locked (SIM Locked) but it is also blacklisted (blocked) and even if you paid a 3rd party service for the unlock it wouldn't work on any network because of it being blacklisted.
Phones are blacklisted because either the original owner still owes money on the device because it was purchased on a payment plan (loan) or the device has been reported lost or stolen. Only the original owner can get a device removed from the blacklist.
Should by some miracle you resolve the blacklist issue T-Mobile US won't provide a carrier unlock unless you are a T-Mobile US customer so if it is blacklisted and the owner clears that you will need to have them also request the unlock.
