Although I can't help you with the browser issue...
DIGITS BETA is only available in the USA, so a SIM from out of country would probably cause a failure.
If you want to use the phone on WIFI, take out the SIM!
You may need to put the phone in airplane mode and then re-enable WIFI to avoid annoying warnings about 'no SIM detected'.

Can you tell us more about the issue...
- What phone are you using?
- Are you using the latest version of the DIGITS software?
- Do you have a Data connection and/or a GSM connection when you are enabling the DIGITS app on your phone w/ the international SIM?
- What country/carrier SIM are you using?
- What country are you in while doing this?
- Does this work if the SIM isn't in the device?
- Does this work if the phone is in airplane mode with WiFi on only?
Some of these details will be able to help figure out what's going on. Thanks for helping out and trying DIGITS!
WOW - this shows how weird and complicated it can get. SO how does the
average counsumer supposed to know stuff like what is being discussed in
this thread? What difference does it make when on WIFI if the carrier gets
INVOLVED? Shouldn't communication just happen without a bunch of what I
call work arounds? Does it make ANY DIFFERENCE and then I am STILL TRYING
TO GET my PROJECT Fi number turned into a GOOGLE VOICE NUMBER and THAT
SEEMS to have GOOGLE Stumped and ME ON HOLD...........and then I ask about
all the is the RIGHT TERM VOIP that are avaialble in the marketplace and
use WIFI what is different than DIGITS? But I can't keep up with all the
DIGITS posts and discussions too at this point.

stevew407, this situation is a little unique and may not really be applicable to the average consumer, to be honest. That said, if you're interested in learning a little more about the nuances of DIGITS, this is actually a fantastic place to be. There are a lot of great answers about DIGITS to be found by checking out the DIGITS beta program FAQs, the Get started guide: DIGITS beta, and the other documents in the DIGITS space - not to mention asking your question to see if it returns results for similar discussions already posted! Regarding your concern with your Project Fi/Google Voice number - my friend, I'm afraid I have no insight to offer. I can say that the DIGITS calls are handled like real voice calls, which is helpful because voice is prioritized over data - so in that regard, it's definitely a positive difference when you're comparing it to VOIP.
Thanks Marissa - just sent another post and hopefully will have some time
to look at the links you sent. I just tried to log in to my T-mobile
account to check on the XTRA charges that happen and occur and IS NOT WHAT
I WANT TO DO OR USE, make it simple please and then I will HOPEFULLY make
wifi calls from my chromebook on digits and nothave any issues like the
laterst $4 in charges that I am HOPING has or will get waived soon, without
a lot of communications or actions on my part?? It is early evening here
in Thailand and waiting for the wife to get ready so we can go out so
catching up on a few emails. Thanks for yours!!

Oh no! You're currently located overseas, correct? Are you using your phone's hotspot to connect online to check your account through My T-Mobile? Are you able to Contact Us through the International Roamer's Customer Care line listed and file a ticket for the online access issue, if you're still having trouble?
Just checking in here. Were you able to see what the charges were for?
