Sorry to hear that you're having issues. What is the rate plan that you are using for primary phone that the line is being paired with? Have you exhausted your tethering bucket on that line? If so the duplicate SIM line will basically just be available for texting and calls.
If not, then we'll likely want to get one of the forum admins to collect some information so that we can get a look at what's going on.
I'm on the one plan the latest one so it goes into throttle after ten gigs and yeah that's what happened. Is that in the FAQ if not it should be.
I am having the same problem with my DIGITS duplicate SIM.
The data is slow to the point of being unusable. However, this is not due to heavy usage, it's just throttled/slow all the time.
The problem follows the SIM from phone to phone, so it is not the hardware or OS.
I have filed a trouble ticket and a bug report.
