With all due respect to tmo_lauren, I'd like to offer the following clarification...
The issue is not that the device is unlocked. A device being locked or unlocked has not bearing on whether it has WiFi calling. The issue is whether the device has the WiFi calling feature in the firmware. The MOTO X does not, and therefore cannot use WiFi calling.
I believe what tmo_lauren was trying to explain is that most devices that do not have T-Mobile branded firmware do not have WiFi calling. So if you use a non-T-Mobile device that has been unlocked on the T-Mobile network, it is unlikely to be able to utilize WiFi calling. There are some exceptions, and there are likely to me more exceptions in the future since Google has now integrated the WiFi calling feature into the base Android code. At this point, however, there are still only a handful of such devices.
