I'm only guessing, but I'm thinking there's a way to add an email on her behalf, that'll allow you to give her permissions to which ever number (with sim card for primary I think) and log her into that device with said email as for the tablet, simply logging in with email should work (but wifi is likely needed, unless the option to dublicate the sim is a choice for the tablet is available
Again, guessing here, but for how I think the system works it's what I got, hope a more clearer solution is found

As I understand it, at this time, only primary account holders can add DIGITS functionality to their primary number and thereby include other numbers 'under their control'.
In other words, I don't think you can grant your daughter permission to use DIGITS.
Well, unless you want to make her the primary account holder.
