New SIM card then new replacement phone.  Can't get inflight texting on GogoAir now


    I recently had to get a replacement phone (Samsung Galaxy S6) and now my inflight texting won't work .  I keep getting an error code of Reg99.  I have followed all the correct pre flight setup including making at least one wifi call on the new SIM card, but it still doesn't work.  I can connect to the wifi but wifi calling will not enable.  Tried all the resets and still nothing.  I fly very week and it hasn't worked since I got the replacement phone.  Anyone have any idea why?  Could the new SIM card be the issue?
