Only by turning off your phone
72% sounds like a lot. Unless you're in standby mode for like 2 or 3 days, which suggests you're not doing anything else with your phone. My guess is this isn't the case.
The general reason Cell Standby tends to have such a high usage is you're in an area of weak signal or no high speed signal. If you're in a weak signal, the only suggestion we can give is a CellSpot device (either router for WiFi Calling or Signal Booster). If it's no higher-speeds (3G/4G or LTE) in your area, you can change the Network Settings to exclude LTE and/or 3G/4G from being searched for.
Hey just wanted to pop in and say that smply is right. Turning the phone is really the only way to stop that from using the battery. I've even seen toggling the airplane mode then turning off the work as well.
