I can't set up the visual voicemail on this phone, when I try I get a message telling me that I have to check the SMS settings on the phone but I'm not sure what or where those are. It also tells me that it cannot process my request for activation and whenever I try to call the voicemail system it tells me the number does not have one. I am not really sure what to do about this.

That's weird it's asking for your SMS settings. You can use the steps in the link below to check them and make sure the SMS number is correct in your phone.
Are you able to dial the voicemail directly by calling 1-805-637-7249?
