Try disabling IPv6 in the network settings.
Per the phone specs, you can use 1900 MHz on 2.5G (band 2) and 3.5 G, as well as 1700/2100 on 3.5G (band 4). If LTE service is available, it can also use bands 2 and 4.

...disabling IPV6 on a Windows phone is not possible. Can you please suggest sone other options we can try? Thanks again for your time.

Try these instructions for configuring the Internet APN:
On a T-Mobile branded phone, you would not need to change any settings, typically, to use voice, texting, and data while roaming overseas on a Simple Choice plan. But with a non-T-Mobile branded phone such as your Lumia 1520, you'll probably need to fix the configuration.

We enabled both manual APN as well turned on Data Roaming. Not sure which of those helped. It seems to work now. Thank you very much sneakymouse.
Final question: for Simple Choice plan, in a covered foreign country, does keeping Data Roaming On cause any charges for plain use like Viber, skype etc?

You'll be fine with roaming enabled outside the US. You might want to turn it back off once you return as I think you get a rather limited quota of roaming each month while inside the US.
