No. You'd need the carrier unlock code from AT&T to allow the phone to operate with other carriers' SIM cards. Then, you'd have to verify that the LTE frequencies programmed into that version of the phone are compatible with the carrier whose network you'd prefer to use.
In general, T-Mobile Wi-Fi Calling doesn't work with phones that don't carry T-Mobile's branding on them. Some limited exceptions include late model iPhones, Nexus 5X, Nexus 6P, and maybe a couple of others but that's about it.

Thanks for the info. That's too bad, the 640 seems like a great phone but I can't find the T-Mobile-branded one they apparently sold for a while. I guess I will have to learn to love Android with T-Mobile...

Yeah, that's what T-Mo apparently thinks we all want (or iPhone).
This one looks like it has the correct radio specs for T-Mobile, but it's pretty expensive.

Thanks, I'll keep my eye on that one but there's still no guarantee WiFi calling will work on it, right?

No, WFC won't work on it. You'd have to find the T-Mobile Lumia 640 to get WFC.

I bought one of those very sweet (and currently cheap) AT&T Lumia 640. AT&T was kind enough to immediately unlock given I met the unlock criteria by having never had an AT&T account/plan. Others have reported on Amazon easy unlocking at the AT&T website.
So far the 640 is very good working on T-Mobile network. I do miss WiFi Calling, but I can do Skype, emails. The WiFi Calling is a great feature for making calls when overseas because T-Mobile does not put an extra fee on doing it.
This is a very sweet phone at about a third the cost of the T-Mobile Windows 10 Alcatel Fierce and with better hardware. The 640 has a great camera and the Snapdragon 400 series that the cheap Alcatel or the Lumia 550 do not favorably compare to.. I do expect to be able to upgrade to Windows 10 as the Windows 8.1 release 2 Denim on this 640 qualifies for the upgrade according to Microsoft website. Even if the upgrade is not T-Mobile branded I'll be happy. Like others in the community I want to emphasize my preference for a Windows phone, and I do wish T-Mobile would support us better when we find great bargains like this on the open market that T-Mobile has supported.

I noticed the LTE indicator once, even though I'm in a sketchy coverage area (that T-Mobile plans to enhance)

I was considering the 550 but I just couldn't pass up the superior specs in the 640 especially for $29! It will be interesting to see how the Windows 10 upgrade goes. I wonder if we will be able to "convert it" to a T-Mobile-branded version when upgrading to Windows 10 by some kind of firmware upgrade?

Search for Windows Central. Go to their forums for the 640. Read some of the posts there. I was able to "convert" a 640 to T-Mobile following some instructions and downloading software. If you're not comfortable with computers I wouldn't try it. The WiFi calling did turn on my "converted" phone but I didn't try it since I don't really use it and turn cellular as preferred.

Thanks. I am very comfortable with computers but that procedure seems a little "messy" with third-party ROMs so I'm not sure I want to risk it. It's too bad this is not a simple process when you are unlocking the phone.

The ROM is not a third-party rom. It's the same T-mobile rom that's on T-mobile 640 phones. In fact, you can download it DIRECTLY from Microsoft's server, using their (Microsoft's) Windows Device Recovery Tool.

Well, I meant a ROM from a third-party website rather than straight from Microsoft. I couldn't figure out how to download it with the WDRT, so I just got it from a third-party site and verified the checksum and everything went alright.
However, I am having an issue with voice audio quality that seems to be directly related to the "Use enhanced 4G LTE services" setting. I assume this is the VoLTE feature I have read about. When this is enabled, there is a subtle static that makes voices on both ends of the call sound like they have a lisp. When disabled, it sounds fine. Any ideas why this would be happening?
