I have the Stateside International calling feature also and I have never experienced any surcharges or any voice prompts to make international calls.
What phone plan do you have?
What country were you calling when this voice prompt was initiated?
How much is this surcharge?
I have the 40$ plan, it happens with most of destinarions, not all, for exemple Tunisia (+216), and surcharge are depends on how long i have to wait untill the called person answer, because it will be ringing while connected and charged.

Calling Tunisia with the Stateside International feature cost 49 cents per minute.
thats not a surcharge, thats the calling rate. If you were not using the stateside international feature your calls would cost $3 per minute.

for instance... calling italy would be no charge....
I know the rates and i agree even it's 10$/minute, but it should start charging once the called person answer the call, but in this case it start billing even the called person is not answering..... try with this number for as exemple: +21654063369 or/and see this: Forced to enter additional digits after dialing an international call
It took me a little bit but I was able to find more info on why you're being required to enter two random digits at the start of some international calls - Make an international call:
This is simply to prevent fraud. While it may be to prevent fraud, I agree that it shouldn't cost you more due to the extra time it takes to connect the call. This feature cannot be disabled, however, I passed along feedback to see if there's a way to start the billing after the call is answered.
