First question is where did you buy your iPhone? Was it off craigslist, ebay or similar? If so then it is probably blacklisted and had a finance against it that wasn't paid, unfortunately it is not an uncommon thing where thieves usually using a fraudulent/stolen identity start an EIP for a phone and rapidly turn around and sell it so it will be activate when they sell it but usually after a month or two when no payment has been received the device gets blacklisted amongst all the carriers as stolen since essentially it is. If you got the phone from a reputable distribution channel like TMO, Best Buy or Apple directly then it could just be your SIM card is bad. If that is the case if you go to a TMO store and say your SIM card is bad they will exchange it for you. Tip, don't ask to buy a new one inform them it's bad or they will charge you for the new SIM.
