Well, I updated to iOS 6.1.3, and now I cannot activate my iPhone. I get the message

Originally it was purchased from AT&T. I unlocked it and used it with T-Mobile for awhile. I tried activating it with a TMobile SIM card, but that doesn't work. What can I do now? I don't have access to an AT&T SIM card. Thanks.
Where do you get that message? Is it on your device on in iTunes?
If the PC you tried to activate the iPhone via iTunes was ever used to do a jailbreak or had any jailbreak software installed on it then you will get this message forever and won't be able to activate an iPhone via iTunes on this PC. Try a different PC. The reason is that the jailbreak software modifies the Windows hosts file to spoof iTunes into accessing a non-Apple server for the jailbreak. Alternatively, you can google host file and iTunes to get instructions on how to change the Windows host file.
