Verizon HTC Droid DNA on T-mobile

This phone comes suprisingly with GSM unlocked, so I'm deciding between it and Nexus 4. According to the official specs and other reviews, it should worked on the refarmed 1900 HSPA+.

CDMA: 800/1900MHz;

UMTS/HSPA: 850/900/1900/2100MHz;

GSM/GPRS/EDGE: 850/900/1800/1900MHz;

LTE 700 MHz (Band 13)

I live in greater DC area (Gaithersburg, MD) and my questions are:
1. Is the 1900 HSPA+ refarming completed in this area?

2. In the case outside 1900 HSPA+ areas, how does the 2G voice coverage compared to Nexus 4? Nexus 4 has the advantage in data coverage for 1700/2100 HSPA+, but it will fade out eventually 2013. My understandin gis as far as 2G voice coverage is concerned, they won't be very different because both largely rely on roaming on AT&T's 850/1900.

3. Any idea about the HSPA+ speed on HTC DNA? Probably 14.4 Mbs.
