Live Alerts would require a data connection for an app.
You're probably right in your suspicions -- the app grabs your GPS coordinates, sends it to a server, server says "what's going on in the area" and sends it back to the app.
So, without a data connection, any type of app that does these alerts would not work.
That said, if you had a data plan with your phone, I'm sure there's probably an app that does what you're looking for. I don't know if it'd be an all-in-one app like POM, but I've seen apps that do traffic and some that do weather.
As for putting them on your lock screen -- that's a harder thing. I'm sure there's lock screens that will do various widgets, but you're probably limited. I have a weather app that does put the notifications in the status bar up top though.
Probably not a lot of help with this, but at least I got you some info. I'll leave to others for app suggestions. But, as I said before, app suggestions are pointless for what it sounds like you're looking for without a data plan.
Thanks for the info I appreciate it. So it sounds like one of these apps would not funcion even with an Internet connection when I am connected with wifi?
No huge deal as I really don't want to get a data plan, I have enough bills as it is but it is nice to be able to use it as a smartphone when I have wifi. The intial cost of course was for the phone but in my case better than paying each and every month for a data plan that I really cannot say I really need. Data would be nice but there are are more pressing things for me to make monthy payments on.....
No it wouildn't but in the case of, say me leaving home or work, where I do have the wifi connection, if there was a tie up on the route I was going to take then it would be nice to know about it before I left.
BUT, as you say, none of the apps (or the phone for that matter) is designed to be used without cellular data, so I will just enjoy what I can as my primary purpose for the device is as a phone and to send/receive the occassional text, and anything on top of that (for free that is) is just a perk.

There's no distinction between cellular and wifi data. An app either requires a connection to the Internets or not. It doesn't care if you're using your network's data connection or if you're using a home wifi.
So, your "update before I leave home" situation would work.
It's just in my experience, when I leave home everything could be hunky dory and five minutes later everything hits the fan. (It actually happened that way last night as I left work. Everything was fine... and as soon as I turned two blocks from work traffic was completely stopped because of an accident)
There are plenty of people who forego data plans and live off wifi. Like simply said, the phone doesn't care as long as it has some connection. I don't know of any specific apps, but I do know there are traffic alert apps and weather alert apps, so you'll just have to search the Play Store to find what you like. Notifications to the lockscreen aren't really necessary, since you can see your notifications up top at all times on Android. You could, as was suggested, get an app like WidgetLocker that replaces your lockscreen with a customizable one that lets you place widgets on it. I love WidgetLocker and have been using it through four phones.
Thanks again to everyone for the replies. I know that only getting the alerts when connectd to Wifi is very limiting, but still neat to have some of that when I am in wifi and anyway.
Traffic as you point out, is not really that much of an asset before I leave but if there was, say a major backup on an interstate I was going on, that may come in handy.....
