Splitting up a family plan

I've been on the phone with support for a total of 4hrs unsuccessfully trying to split a family plan with 2 lines to 2 seperate accounts with 1 line each. I've had the primary account holder release 1 number and they assured me that If the secondary line holder called they would be allowed to create a new account with tmobile and keep their own phone in a separate account. When the secondary party calls they always get turned town/disconnected and no one in tmobile support seems to have a clue what is going on despite having access to "notes" on the account. If anyone can give some advice on how to proceed I'd appreciate it, this is my last resort before switching to a different provider...
