Would this procedure work on Tmobile's Samsung Galaxy S Vibrant?

Good question! Although I have not seen this prior to today and was not aware the Vibrant was getting 2.3 I took a look at the instructions and basically it's telling you to install kies mini and then connect your device, the benifit of this program is that it will not force anything to your phone that will harm it, if it's not available it will tell you that you are already up to date and no harm done.
Please note that it says GT-I9000 while Tmobile's Samsung Vibrant is SGH-T959. I don't know what the ramifications are.
No it won't work. Whatever they call the device in Canada, it is a close relation to the international Galaxy S, not the US variants. If you were able to run the official update, which is unlikely, you could mess up your phone.
The instructions also have you running the full Samsung Kies program which does not work in the U.S. in theory you could get it to work but it would require re-writing the device database to recognize your Vibrant and even then it still might not install the update.

Sorry, but they really are NOT the same phone. The Vibrant is a variant of the i9000, meaning it has critically different components which would prevent as OS update package (ROM, kernel. & modem) developed for one working properly on the other.
