Tethering is a chargable option, according to T-mobile. It seems that any work around that you had before has been plugged by the latest firmware release. Do not expect T-mobile staff on this board to help you to circumvent their deliberately imposed restrictions. You have the choice of signing up for the additional option to enable wi-fi hotspot/USB tethering on your account, or go to another forum which may be more sympathetic to your view that the data plan that you already paid for should not be double billed.

If you have the tethering/wi-fi hotspot option, then you should call 611, and have customer service verify your provisioning options.

If you pay the tether/ hotspot fee, then it will work. If you call 611, and they say you should be able to use those features, then something may be wrong with your device.
You can't downgrade on a stock device... that would require a root, and that may not be the best option for you.
The upgraded Android version had nothing to do with your hotspot/tethering functionality.
On the hot spot settings of the phone try changing the name to something different then on the computer try connecting to the new name.
If that fails try going to settings on phone to wireless and networks, mobile networks, access point names, press menu reset defaults. Restart the phone and try again.
There are tethering options if you root, even possible if you don't root your phone. But I don't think the T-mobile forums are the appropriate place to discuss. If you have the tethering plan, call T-mo technical support. If not ...
Oh, and if I understand your question, downgrading from 2.3.4 might only be possible by rooting your phone and installing an alternate ROM. Downgrading firmwre ... not sure if that's even possible with an unlocked bootloader menu. XDA developers forum might have help.... Again, I don't think you're going to find much discussion of these topics on the carrier's technical support forums.
