Can not activate free 200MB data with ipad, please help


Got the ipad (4th gen) and inserted Tmobile sim card yesterday, when tried to use web browser, it directed me to tmobile mobile broadband site, but when tried to register new account, the page was down permanently. So I tried live chat, and no luck, then I was suggested to call to create a prepaid account. After several round of calling, a prepaid account was created, but still couldn't have 200MB data. The representative kept saying I needed to purchase other plans first, but I declined, because I think 200MB is free and doesn't require other purchase. So, please help me.
