Most Frustrating billing system online anywhere!

Month after month I spend at least 1/2 hour trying to make a payment online.  Today was over an hour that your little circles just sat there and spun - never bringing up the content on the page that would allow me to pay my bill.  Finally called customer service to pay and was assured that the fee would be waived but if not that I got to take more time and call back to have it waived.  You need to take a serious look at your web design to make it more user friendly.
