I was on with a overseas tech rep that did not understand me or the Samsung tech level 4 rep on this and another issue. So the Samsung Representative stay on this call with me to find out why this function was not allowed by T-Mobile at all. The Samsung Representative did tell me and T-Mobile that this a basic functionality of ICS. I keep repeatedly getting overseas representatives at T-Mobile this has happened more and more. Both me and the Samsung Representative that was on the call with me was amazed when your overseas tech supervisor told both of us when I ask her to transfer me to loyalty to resolve this issue,she out in out told us we couldn't talk to loyalty at all. But when issued a warning of terminating my service with T-Mobile then she finally transfered me to loyalty. Is the way to do business with long standing loyal clients as me and my wife. Please make this right. Samsung went out of there way to find out a issue with me. I hope you will do the same. So thank you for taking your time in looking into this with me. I don't want to leave T-Mobile but your customer service gets worse my wife and I may have to. Thanks You in advance.

Dropdown Notification bar in lock mode work only: If I set up my security to none: Screen security
But for security reason I set up my phone with secured pattern with pin #.
But the basic functionality of ICS is the notification bar dropdown in basic lockscreen mode. Did you see the YouTube video yet? I was on the phone for over 2.5 hours with T-Mobile and Samsung yesterday. So I hope this gets fixed soon. I was told even before I got the GS2 that all functions of ICS (from T-Mobile representative) it will be on the GS2. Even the Samsung tech rep was surprised to find out this was not on even on his test (tmo) phones. So I hope this helps all with the GS2.
I watched the link that you posted, that video showed the basic lock screen mode (small lock icon) swipe it out to the side to unlock: dropdown notification bar must work even in lock mode.
But if you choose to lock it with pattern, password, pin number or face unlock that dropdown notification will not function unless in unlock mode.

T mobile tech tested and modify it to be fuctional to the T-mobile GS2 (used a qualcomm chips) and its HSPA+4G
AT&T have their own version to work on their GS2 ( used Exynos Chips) and its 4GLTE
