its still there and there are few was to get to it. When you lower the notification menu touchQuick Settings, just below Additional settings you will see Mobile Network touch it to turn it on or off, you can also get to it by pressing on the gear looking icon to the right of the word Additional settings but this time you need to touch the slider to the right of the words Mobile network, and finaly you can get to it by pressing Usage where you will find Mobile network and in there you can set data usage (caps) per app or as a whole.

Thanks for the reply, but that's not what I'm talking about. I know I can manually enable/disable the mobile data network, but this was an option that would automatically enable/disable the mobile data based on if any apps needed it and if the screen was on. I'm not sure what the exact rule set was, but it worked well enough for me.
