What happens and why
You can create folders on any Home screen and arrange the application shortcuts within the folder in any order you wish. The applications will stay in the arranged order until the device is turned off and then back on, after which the contents of the folder will rearrange to be in alphabetical order.
Note: This issue only applies to the contents of a Home screen folder and does not affect Home screen organization.
